vdso/gettimeofday: Remove !CONFIG_TIME_NS stubs

Browse Source 
All calls of these functions are already gated behind CONFIG_TIME_NS. The
compiler will already optimize them away if time namespaces are disabled.

Drop the unnecessary stubs.
