Huacai Chen 2575b2f3ee PCI: Move PCI_VENDOR_ID_REDHAT definition to pci_ids.h

Instead of duplicating the PCI_VENDOR_ID_REDHAT definition everywhere, move
it to include/linux/pci_ids.h.
